Physical persons can become Library readers on issuance of a reader’s pass on the basis of a completed application form certified by a member of the Library staff, who will check personal documentation (for Czech citizens, their identity card; for foreigners or stateless persons, their passsport or long-term residence permit in the Czech Republic), and on payment of the sum for 12-month registration. The Library handles personal data in accordance with Act No. 101/2000 Sb., and internal guidelines.
Legal entities can become readers after presentation of their official documentation (statute, deed, extract from the Register of Companies etc.) on the basis of a completed application form,which must be signed by the statutory deputy and stamped. A person who is approved in writing to make loans also has to present his/her valid identity card. The legal entity bears the obligations, not the approved person.
If the user wishes to use the full extent of the services of the Library, he/she is required to present identification data and to allow the Library to process it. If the user does not give permission for the data to be processed, he/she may use only those services that are provided on an anonymous basis. By signing the application form, he/she undertakes to keep to all stipulations of the Library Regulations, a copy of which he/she will receive when applying.
The application of a child under the age of 15 must be signed by a parent or by a responsible representative, who vouches for payments in the event of infringements against the Library Regulations and for payments in the event of loss of loaned information sources.
If a reader who has settled all his/her commitments to the Library applies for processing of his personal data to be stopped, the Library will implement the winding-up process. In this way, the reader’s registration is cancelled.
The reader receives a reader’s pass, which must be presented when loaning or returning a loaned item.The reader’s pass is non-transferrable, and the reader is not entitled to lend items loaned from the Library to other persons.
Take-home loans to a reader cannot be provided without presentation of the reader’s pass. The reader is required to report the loss of a reader’s pass. Until the loss of a reader’s pass is reported, the reader is held responsible for any misuse of the reader’s pass and for any damages resulting from such misuse. The reader is required to notify changes of name and address to the Library.
The validity of a reader’s pass is activated by payment of the registration fee in accordance with the prices listed in Appendix No. 1 to these Library Regulations. On expiry of the registration period, the validity must be renewed by payment of a new registration fee.
Take-home loans (from the publicly-displayed and stored collection) can be made by registered readers of the Library. Similarly, registered readers can used CD-ROMs belonging to the Library.
All vistors to the Library who keep to the the stipulations of these Library Regulations can borrow books from the public collection for use inside the library, and can use the services of the reading room and study room, the information and bibliographic services.
The Library can set conditions and impose time limits on work with information technology and the use of computers.
The number of loans of information sources that are made on a take-home basis on a single reader’s pass is determined in accordance with what can be provided at the time, and the capacity of the Library collection. Loans are made for a period of one month. In the case of current periodicals and titles that have been requested, the Library can shorten the loan period and adapt it, in the course of the year, to the requirements of readers and the possibilities of the Library. When loaning particularly valuable or unique items, the Library may ask the reader for a deposit in an amount up to five times the value of the loaned item. On return of such a loaned document, the deposit is returned to the reader.
The loan period for items taken away from the library is six weeks, and can be extended three times by one month. The reader pays a once-off fine if he/she has registered loan items and does not go to the library within the following period from his/her last visit: Up to 6 weeks 1st reminder; Up to 8 weeks 2nd reminder; Up to 10 weeks 3rd reminder; Up to 12 weeks 4rd reminder.
The Library has the right to remind the reader of his/her loaned items. If the reader does not return them within 14 days from the day of the 4th reminder´s dispatch, he/she will pay a late fee for each loaned item and day. All reminders are sent in the case of children. Adults will receive 3rd and further reminders. The reminding ends 12 months after the date of posting of the fourth reminder. After the last reminder, legal proceedings will begin.
The time-period for take-home interlibrary loans is on an individual basis, the time period being determined by the library that makes the item available. The reader pays a fine for each loaned item if the time limit is exceeded: By 1 day 1st reminder; By 8 days 2nd reminder; By 15 days 3rd reminder; By 30 days final warning before legal proceedings.
Borrowings from book collections are covered by the provisions of the civil code on borrowing objects. The reader must exercise care with books and other sources of information. The reader must know the conditions for borrowing an information source, and makes a loan on the basis of this knowledge. The reader is required to declare to the library any damage or loss that may come to his/her notice. If, in exceptional cirumstances, the reader returns a loan by post, he/she takes full responsibility for its delivery.
Reprographic and other copying services are provided from the library collection, or from the collection of another library in the framework of inter-library services. The user for whom the copy was prepared must handle it in accordance with to the requirements of Czech law No. 121/2000 Sb. – Law on Authors.
In the case of damage to or loss of a loaned item, the reader must replace the item:
The Library will determine the way in which lost or damaged items are to be replaced. In addition to the replacement measures listed above, a handling charge of 50,- Kč is made for dealing with the damages, the replacements and the librarians’ work in processing lost items. In specially motivated cases (for social or moral reasons), fines and payments may be waived or replaced on the basis of an agreement between the reader and the Library. The Library will determine how payments in compensation for damages are to be replaced.
When working with computers, users are required to follow the written instructions placed on or near the equipment or contained in the programmes, and also to follow the instructions given by Library staff.
Visitors to the central building can use the cloakroom free of charge. The visitor will receive a key to his/her cloakroom locker. In case of its loss, he/she runs the risk of not receiving his/her articles back until after the end of working hours, after signing a statutory declaration. At the same time, the visitor will be asked to make a payment in accordance with the price list.
No refreshments may be taken into the lending library, reading room or study room.
